Sure, you can use the code withany other jabber site. I once tested it on local jabber server OpenFire.
You may download the gtalk sources and modify the jabber server from talk.goolge.com to other jabber server.

This web Gtalk should work on Windows 7 or any machine with modern browsers.
BTW: The web Gtalk service is now called WeBuzz.IM, hosting on http://webuzz.im/ .
